William Bottiggi – Chair

Bill leads a team of dedicated personnel at Braintree Electric who strive to be innovative and entrepreneurial in the world of municipal government. Some of his major accomplishments at BELD include the construction of a 116 mega-watt gas turbine power plant which commenced commercial operation in 2009, the expansion and modernization of three 115kv substations, and the ongoing successful completion with Comcast and Verizon in the Broadband/Cable Television industry.
Mr. Bottiggi is a graduate from the United States Merchant Marine Academy with a B.S. in Mechanical / Marine Engineering and an M.B.A from Babson College.
Walter Foskett – General Counsel

Mr. Foskett also has significant corporate and transactional expertise, including experience in stockholder and operating agreements, executive employment agreements, mergers and acquisitions, asset purchase and sales, venture capital financing, public and private offers of stock and debt instruments, long-term debt offerings under indentures, tax exempt industrial revenue bond transactions and commercial and real estate loan transactions. He advises clients through all phases of business planning and expansion, including corporate structuring and integration of succession planning. His clients include energy, software, financial services companies and a metagenomics company.

TMLP is a founding member of ENE and as part of this legacy Ken is dedicated to serving the needs of ENE clients as a member of the Board of Directors.
Mr. Goulart received his Bachelor of Science Degree in Mechanical Engineering from Northeastern University and his MBA from Bryant University.
General Manager | Hingham Municipal Lighting Plant
Mr. Heanue brings 34 years of experience in the utility industry to the Board and has held positions in multiple disciplines in operations, both as a field worker and Director, and human resources. He started as a bargaining unit employee in gas operations at ComGas where he also served as local union President for approximately a decade. From there he moved to Human Resources at ComElectric where he served as a Labor Relations Administrator. Paul’s first foray in electric operations was as Director of Operations at Cambridge Electric Light Company. After ComEnergy merged with Boston Edison he managed NSTAR service centers across its service territory. Paul came to HMLP from NSTAR.
Since assuming the General Manager position he has joined the Board of Directors at ENE, Public Utilities Risk Management Association (PURMA- a not-for-profit management and insurance service company) and the Northeast Public Power Association. Additionally he is a member of the Legislative Committees for the Northeast Public Power Association and the Municipal Electric Association of Massachusetts.
Mr. Heanue received a BS from Northeastern University, attended the Labor Studies program at the University of Massachusetts and has a MBA from Nichols College.
Donald H. Newell

Coleen has 35+ years in the electric utility industry bringing extensive knowledge and experience gained in both the private and public sectors of the business.
Beginning her career out of the COOP gates of Northeastern University after receiving a BSEE, she held engineering and management positions with Stone and Webster Engineering serving on the consultant side to utilities across the country. Landing at Dominion Resources on the utility side, her diversity broadened with generation, transmission, commercial operations, and distribution. Established early on as an effective and successful change manager, she was recruited for utility rehabilitation on the municipal side to address strategic planning, succession planning, Career Development Plans, reorganization, asset management, process and procedure development, culture improvements, automation, efficiency, and clean initiatives. Now as an ENE Board member, she previously served as a NEPPA Board member, and various committees on the advancement of training to maintain skill proficiencies for current and future generation utility employees.
Coleen and her team at the RMLD have been recipients of a number of grants, including the largest Massachusetts (at the time) 5MW battery project through the ACES grant. She has been a guest speaker on a number of topics including smart microgrids. She is proud to be a Board member for ENE, as she envisions ENE as a cohesive strength that works to represent and collaborate on issues and projects that help to ensure the continued success of public power.
Raymond G. Saleeby

Raymond has lectured extensively on utility management issues for the Management Exchange/Public Utility Reports seminars, the American Public Power Association’s University of Missouri Management Program and the Northeast Public Power Association, the Edison Electric Institute and the American Gas Association, the NY Practicing Law Institute among others. He led Stone & Webster’s Utility Management Development Program which trained thousands of utility executives from all 50 states. He held senior positions at Booz Allen Hamilton, Oracle and Ebasco. He is currently the CEO of the utility management consulting firm SCG and serves as a CEO coach as well.
He has an advanced marine engineering license, a Bachelor’s in Engineering (Marine) from the State University of New York Maritime College and an MBA in Finance from NYU.
