Legislative Advocacy

ENE Strategies provides local and state government relations and lobbying services to select energy, telecommunications, gas, water and wastewater clients. It was established in 2015 to provide assistance to select clients who could benefit from ENE Strategies long standing strong relationships with appointed, elected and municipal and state professionals. Our expertise is in the energy, power and telecommunications sectors. We develop professional relationships with our clients, other leaders in the industries we service and with the key decision makers. We currently represent a combination of thirty (30) municipal light plants and private clients with lobbying and legislative advisory activities.

ENE Strategies 2019-2020 Legislative Session Accomplishments

Successfully lobbied for the Climate Bill which incorporated Section 33 (formerly the MLP Bill) in its entirety to self-regulate municipal light plants to cooperatively assist the Commonwealth of Massachusetts in achieving their net zero by 2050 mandate.

Successfully lobbied for Littleton Electric Light and Water Department on two local home rule petitions for a land swap that will allow construction of a new Water Treatment Plant and another that will allow for a Special Sewer District in Downtown Littleton.

“ENE Strategies and Vin Ragucci provide an invaluable service to the communities they serve when it comes to working with the legislature and advancing the goals of public power, as evidenced through their work championing the recent Climate Bill (SB-30). Locally, Vin Ragucci was instrumental in the passing of two Home Rule Petitions for the town of Littleton. These Home Rule Petitions enabled the town of Littleton to form a Sewer Division under the Water Commissioners and helped site a Treatment Plant to remove PFAS compounds, Iron and Manganese from the source water in Littleton. Vin’s industry knowledge, state connections, and empathetic character make him a true asset to our residents.”
