Regulatory & Market Affairs
The ENE Regulatory & Markets Affairs function provides a broad array of services that support its customers’ participation in the New England markets. Principally the service provides direct representation and advocacy, with and amongst key regional stakeholders in the NEPOOL stakeholder process, in furtherance of ENE customers’ goals and business objectives. The service provides direct support for participation in the ISO New England markets through interpretation and application of ISO New England tariff and governing documents, and coordination and leadership in resolving issues related to participation in the New England markets through structured interactions with ISO New England and related entities.
In achieving customers’ goals and objectives ENE Regulatory & Markets Affairs leverages its organizational reputation, extensive experience, and key regional relationships to facilitate effective representation in the NEPOOL stakeholder process, with ISO-NE staff and Board Of Directors, and with key regional stakeholders.
Key Relationships
ENE Regulatory & Market Affairs staff actively develop and maintain key relationships that support, ENE’s customers through direct access to policy markers across ISO-NE, NEPOOL, New England States Committee On Energy (NESCOE), New England Power Generators (NEPGA), and all sector leaders within the NEPOOL voting process. These dynamics allow ENE to be the principal advocate for its customers in influencing outcomes in the market design space and at FERC where ENE routinely intervenes on matters of interests to its customers.
Providing ISO & NEPOOL advocacy on behalf of our clients.
ENE on behalf of its Regulatory & Markets Affairs customers participates in all NEPOOL technical committees and working groups, and the NEPOOL Participants Committee (NPC). In participating in all such committee meetings ENE, on behalf of its customers provides advocacy in development and revision to the governing documents for the New England markets, position, and voting recommendations in all NEPOOL technical committees and at the NEPOOL Participants Committee.
ENE provides weekly customer updates on issues before members at the NEPOOL technical committees and NEPOOL Participants Committee, issues of mutual interest occurring in the region, and on filings and orders of mutual interests before FERC.
Representation with ISO-NE’s Senior management, ISO-NE’s Board of Directors, the New England States through its New England States Committee on Energy (NESCOE), and other regional stakeholder groups such as New England Power Generator Association (NEPGA) and RENEW Northeast.
ENE develops and support recommendation for interventions at FERC. Developing and supporting testimony as needed.

Stakeholder Meeting Coverage
ENE provides meeting coverage for NEPOOL’s committees and industry meetings as needed. Including the Participants, Markets, Reliability, Transmission, Working Groups, and Power Supply Planning committees.

Forward Capacity Market Analysis

Interventions
Providing recommendations and support for interventions filed at FERC and in state dockets. Working with external counsel, we provide forecast costs for pursuing issues of mutual interest when considering filing comments, protest, rehearing request, or appeals.
