Since 2018, Energy New England (ENE) has been a leader in electric vehicle (EV) education, outreach, and program development, supporting municipal utilities, communities, and regional partners as transportation electrification continues to grow across Massachusetts and beyond. ENE developed and administers EV programs for the following light plants: Braintree Electric Light Department, Concord Municipal Light Plant, Danvers Electric Division, Hingham Municipal Lighting Plant, Middleton Municipal Electric Department, Norwood Municipal Light Department, Reading Municipal Light Department, Rowley Municipal Lighting Plant, and Taunton Municipal Lighting Plant.
ENE’s Electric Vehicle Program is supported by a dedicated team with expertise in electric vehicles, residential/commercial rebate programs, marketing & education. This integrated approach enables ENE to deliver practical EV initiatives that help municipal light plants and their customers navigate adoption while planning for long-term grid and infrastructure needs.
Community engagement has been a core component of ENE’s EV work. Over the past seven years, ENE has offered help-desk support, newsletters & educational materials to residents, and has planned and executed numerous ride-and-drive events, EV showcases, educational webinars, and community tabling efforts, managing all logistics, planning, and coordination. These events are supported by long-standing relationships with auto dealerships and a strategic mix of paid, organic, and earned marketing to maximize reach and participation. In 2025 alone, ENE hosted three ride-and-drive events & participated in multiple municipal light plant tabling events.

Currently, nine municipal light clients operate ENE-supported EV programs under their own branding, logos, and dedicated websites. These platforms are backed by analytics, continuous search engine optimization, and performance tracking to ensure messaging remains effective and responsive to local needs. Beyond outreach, ENE provides commercial consulting services to support municipal utilities in launching and expanding EV programs.
Jan Aceti, Energy Efficiency & Electrification Coordinator at Concord Municipal Light Plant, said “The Concord Municipal Light Plant has found ENE’s Transportation Electrification team to be an excellent partner in fostering electric vehicle adoption. They have contributed expert guidance on program development, valuable marketing services and a Help Desk that has been very beneficial for CMLP customers with questions about buying, driving and charging EVs.”
Katelyn Leahy Barb, ENE’s Senior Manager of Energy Transformation, manages ENE’s electric vehicle programs and delivered seven speaking engagements for local, national, and international audiences. Some events include conferences hosted by American Public Power Association, Association of Energy Engineers, Forth Mobility, and Move America, bringing insights back to Massachusetts to continue improving programs. Topics ranged from utility program design to customer education and the evolving role of public power in transportation electrification.


Additionally, ENE serves as a representative of the Commonwealth’s MOR-EV program at public events, helping residents and businesses understand available incentives and the EV purchasing process. ENE performs outreach with dealerships across the commonwealth to educate and provide support for the incentives. This role reinforces ENE’s position as a trusted, neutral source of EV information for communities across the state.

ENE has collaborated closely with state and local government partners, providing consultancy to the Massachusetts Department of Transportation (MassDOT) on the National Electric Vehicle Infrastructure (NEVI) program and Boston Water and Sewer Commission (BWSC) on their electrification of fleet vehicles.

Their analysis and recommendations have supported our strategy to replace retiring light‑duty vehicles with all‑electric models and upgrade the infrastructure required to power a modern, sustainable fleet. BWSC values this partnership as we advance our climate resiliency goals and continue reducing our operational carbon footprint,” said Peter Hunt, Chief Operating Officer of BWSC.

ENE collaborates with other statewide partners including the Massachusetts Municipal Association (MMA) on EV Alley, a section of MMA’s Connect 351 Conference & Tradeshow bringing together vendors and dealers to local government officials.
Katie McCue, Deputy Executive Director of MMA said, “ENE has played a vital role in supporting the MMA’s launch of EV Alley, providing the expertise and partnership needed to help cities and towns across the Commonwealth advance their electrification efforts.”
EV Alley also included partnering with manufacturers and retailers to bring many different vehicles into the Thomas M. Menino Convention & Exhibition Center, including an all-electric school bus.
