Mr. Ragucci is the Chief Strategy Officer at Energy New England (ENE) and Principal Lobbyist at ENE Strategies, ENE’s lobbyist, and legislative advisory business subsidiary. His primary areas of expertise include infrastructure, energy, power, transportation, water and wastewater, and business development.
He is registered to lobby in the Commonwealth of Massachusetts and has developed tremendous relationships at the federal, state, and local levels of government. During the past 27 years, Vincent has managed lobbyists in 24 states across the U.S. and has lobbied himself in 10 states. He brings years of professional experience in the areas of government and public relations, public policy and legislative affairs, corporate strategy, business development and in elected and appointed public service.
Vincent previously worked Parsons Brinckerhoff and CH2M HILL as Corporate Director of state and local government affairs in the U.S. and Canada and he worked for both Covanta Energy and the Massachusetts Water Resources Authority (Boston Harbor Project), where he provided government, community, media and public relations support for infrastructure and power related public-private partnership projects. As one of the youngest officials ever elected in the Commonwealth of Massachusetts (elected when a sophomore at Merrimack College), Vincent served five (5) consecutive terms as a local elected official in the City of Everett, MA as an elected city councilman. On the council, Vincent was elected twice as City Council President by his peers.
Mr. Ragucci works closely with elected and appointed officials and community activists to address concerns regarding legislative and client issues. Vincent was appointed by Governor Charlie Baker in October of 2017 as a Commissioner for the Water Resources Commission and reappointed to a 3-year term in September ‘18, where he serves as one of 3 public appointed members. He also has served over the past 25 years as a liaison to the U.S. Conference of Mayors, National League of Cities, International City & County Management Association (ICMA), Democratic & Republican Governors Association and National Association of Counties (NACO), Northeast Public Power Association (NEPPA) as well as at the M (MEAM).

Mr. Ragucci holds a Bachelor of Science in Business Administration from Merrimack College in North Andover, MA. Vincent has also completed a certificate program from Boston College, Chestnut Hill, MA, at the McCormack Business School’s Center for Corporate Community Relations. He has also completed Executive Management Program coursework at University of Michigan Business School, Ann Arbor, MI. Vincent was also appointed by President Hopey in 2016 to the Merrimack College, College Leadership Council (CLC).
