Energy Saving Rebates & Programs
No-Cost Home Energy Assessments
ENE’s Energy Advisor conducts an in-person or virtual walk-through of your home, inputting information into our energy-efficiency software to create a report for you that analyzes your home’s energy usage, identifies home improvement projects that can lower your energy costs, and links to NMLD’s rebates and incentives.

Rebate Program Account Eligibility
- Rebate program is for residential electric accounts only. Commercial accounts aren’t eligible to participate.
- Norwood Municipal Light Department (NMLD) will determine your electric account’s eligibility to participate in the program.
- An active residential electric account with NMLD for at least 6 months.
- Electric account must be in good standing, with no arrears, for at least 6 months.
- Rebate item must be installed at account location.
- Resident must agree to allow NMLD to inspect the installation on premises.
- Rebate maximums reset on July 1.
- Offer is subject to funding availability and can expire at any time.

Energy Star® Appliance Rebates
NMLD is pleased to offer rebates to customers purchasing selected energy efficient ENERGY STAR-rated appliances. ENERGY STAR appliances have been defined by the Department of Energy (DOE) as being significantly more energy efficient than the average comparable model.

Air Source Heat Pump & Central AC Rebates
- Whole-Home rebate is is offered based on equipment size (tonnage) to customers who install heat pumps as the sole source of heating and cooling. Whole-home rebates are contingent upon the new heat pump system being sized to meet 90-120% of the total heating load at the outdoor design temperature, per ACCA Manual J Design Conditions, throughout 100% of the conditioned space. Residences in buildings with 4 or fewer units may qualify for the whole home rebate.
- Homes built 1999 or earlier must complete all weatherization recommended in Home Energy Assessment. Abode will complete a inspection of completed weatherization and certify its completion.
- Homes built 2000 or later are considered fully weatherized. No Abode inspection is required.
- Partial-home rebate is offered based on equipment size (tonnage) to customers who plan to keep an existing boiler or furnace in place to supplement a new heat pump system. Multi-unit residences in buildings with 5 or more units qualify for the partial home rebate
*Tonnage is determined using the AHRI cooling capacity measured at 95°F. Tons are calculated by taking the AHRI cooling capacity and dividing by 12,000 BTUs

A home energy assessment must be completed within three years of the air source heat pump installation. Schedule your no-cost Home Energy Assessment via online sign-up, email at hea@ene.org, or calling 888-772-4242. This is a requirement for the whole-home rebate, and strongly encouraged for partial-home
NMLD has partnered with Abode Energy Management to ensure that your air source heat pump project meets all rebate efficiency requirements. Abode can help you with any phase of your heat pump project, whether you’re just beginning the process or are ready to install. For whole-home projects, Abode will also certify that your home meets all weatherization requirements.
Looking for a contractor for your air source heat pump or weatherization? Check out Abode’s Participating Contractor list to find contractors familiar with NMLD’s rebate program. You are not required to use a participating contractor.

Weatherization Rebates
Eligibility: All NMLD customers except those who heat with natural gas are eligible for the program. Mass Save offers no-cost home energy assessments and weatherization incentives for Norwood households and businesses that currently heat with natural gas. Visit Mass Save’s website for more information.
To participate in the Norwood Municipal Light weatherization rebate, you must
(1) have completed a home energy assessment within the last three years, and
(2) received a Quality Assurance Review (QAR) from Abode Energy Management.
(2a) For all customers, the weatherization rebate is only provided until the Quality Assurance Review (QAR) from Abode Energy Management is completed. In instances where a customer installs wall insulation, an infrared (IR) wall scan is required as part of the QAR. IR scans are only effective when there is a substantial temperature difference between the indoor air temperature and the outdoor air temperature, which most commonly occurs during the winter, so customers receiving wall insulation can expect to schedule their QAR during colder months. NMLD’s weatherization rebate will not be paid out until Abode’s weatherization QA process is complete.

Level 2 EV Charger Purchase Rebate Details
- One EV Charger rebate per household, per year. Lifetime rebate cap of $4,500 per electric account.
- Vehicle must be registered to the NMLD service address. *For the EV purchase rebate, vehicle must be registered to the NMLD service address at the time of purchase.
- Customers must first enroll in Norwood Drives Electric’s EV off-peak charging rewards program. To enroll now or get more information, visit: Bring Your Own Charger – Norwood.
- Work can be completed by a contractor or self-install. Self-installed labor costs aren’t eligible for rebate.
- Eligible EV chargers must be UL listed, ENERGY STAR certified, and have Level 2 charging capabilities.

- Limit of one Vehicle Purchase rebate per household, per year.
- Vehicle must be registered to the NMLD service address at the time of purchase
- New and used all battery or plug-in hybrid electric vehicles are eligible.
- Enrollment in BYOC is not required for EV purchase rebate eligibility.

Residential Uncontrolled Electric Water Heater Program
The Residential Uncontrolled Water Heater Program is for NMLD customers who have electric water heaters that are metered through their regular electric meter. These customers are able to have a switch installed on their electric hot water tank (at no cost) that allows the town to control their water heater during the town’s peak electric usage hours. The switches are installed by the NMLD licensed electrician and remotely controlled by NMLD at its central office.
Participating customers receive a credit of $4 dollars per month ($48 per year) on their electric bill.

NMLD offers a $1,500 rebate for purchasing a qualified electric or heat pump water heater. Please see the ENERGY STAR® section above for details.
Residential Controlled Electric Water Heater Program
The Residential Controlled Water Heater Program is designed for customers who have a separate electric meter for their electric water heater. The electric water heater is directly controlled by NMLD rather than by time clocks as it previously was. This method allows NMLD to shut off electric water heaters during the town’s peak demand periods. Participating customers are billed at a lower off-peak rate for allowing NMLD to control their electric water heaters.
Previously, the water heaters were shut-off for a period of 4 to 6 hours per day by time clocks. Under the new system, the hot water heaters are shut-off for less time (normally 2 to 3 hours on weekdays) and only as the town approaches its peak (usually between 11 am and 4 pm). The improved system is more convenient for the customer and allows the town to have better control of its peak demand.
To date, over 600 meters have been replaced.

Commercial Lighting Rebates
MGED offers commercial customers financial incentives to replace inefficient light fixtures and bulbs with energy-saving products and devices. Rebates are available on a range of eligible lighting equipment for every kind of business.
- Small Commercial accounts (to 199 kW) – $1,000 per Kilowatt saved, max $4,000
- Medium Commercial & Industrial accounts (200 Kw – 500 kW) – $1,000 per Kilowatt saved, max $8,000
- Large Commercial & Industrial accounts (>500 kW) – $1,000 per Kilowatt saved, max $15,000

Commercial / Industrial LED Lighting Retrofit
The Town of Norwood Municipal Light Department (“NMLD”) is pleased to offer a Commercial / Industrial Lighting Retrofit Program. NMLD designed this program to help our business customers use energy efficient lighting to meet their lighting needs. By participating in this program, our commercial customers will not only be reducing their electric bills but will also be helping the Commonwealth and NMLD achieve its carbon reduction and energy conservation goals.
This program has been divided into four groups; (1) municipal, (2) small commercial, (3) medium commercial, and (4) large commercial / industrial. The Town of Norwood will contribute a percentage (maximum of fifty percent) of the project cost, or up to certain specified limits depending upon the size of the customer. The breakdown is as follows
We want all our business customers to take advantage of this worthwhile program to reduce their energy demand and lessen their electric bills. However, due to budgetary limitations, only a certain number of projects can be undertaken this year. Project proposals will be analyzed according to the greatest kilowatt reduction during peak periods per cost of the project (NMLD contribution). NMLD will review any application on a first come-first-serve basis and the NMLD will determine whether it deems a project worthwhile. NMLD determination of whether a project is worthwhile is final and not subject to review. All work must be completed and inspected to qualify for this program.
Step 1: Please complete the NMLD LED Lighting Application and submit to commercial@ene.org. Once your electrical account has been verified, Energy New England will contact you to schedule a pre-inspection
Step 2: Complete the NMLD Lighting Worksheet once you have selected a contractor; the lighting worksheet will calculate the total energy savings and rebate award associated with the LED Lighting project.
Step 3: Once the project is completed, please send a copy of the final invoice for the project showing that payments have been made, and a copy of the completed NMLD Lighting worksheet to commercial@ene.org. Energy New England will then schedule a post installation inspection of the project

Commercial / Industrial EV Charging
NMLD currently offers a commercial Level 2 electric vehicle charging station purchase and installation rebate. The rebate amount is up to $6,000 per dual port charging station, with up to $3,000 for the charging unit and up to $3,000 for the installation. NMLD Commercial EV Level 2 Charger Program Details

How to Apply
- Contact a commercial EV charging program specialist to have your project evaluated
- Complete the application form and submit all required pre-installation documents: NMLD Commercial EV Level 2 Charger Application
- Your application will be reviewed and if your project is approved for funding, you will be issued an approval letter
- Upon receipt of approval letter, acquire, install and make operational your project
- Submit final required paperwork to receive your incentive payment

- Only customers having an active, commercial account with (MLP Name) are eligible
- Charging station must be commercial grade level 2 240v and at least 13 amps output per port
- Funding is limited to one rebate per address
- Charging station must be networked enabled and/or have a submeter from the MLP
- Pre-approval letter must be received before procurement and installation of project

NMLD’s preferred calculation standard for Refrigeration measures can be downloaded below. It utilizes the Massachusetts Technical Reference Manual for the 2022-2024 Plan Years as its basis.

NMLD would like to see all of its business customers take advantage of this worthwhile program in order to reduce their energy demand and electric bills. However, budgetary limitations only allow a certain number of projects to be undertaken this year.
